Aloha, Council Members,
I am in support of Bill 82 draft 2. 1 urge you to enact it. I live in Puna, where so many subdivisions authorized by the county are
substandard. They have little to no water, sewage, electric service or other infrastructure normally expected of modern
subdivisions, nor do they have sidewalks, ADA compliant facilities, and in this particular instance, the roads are also
substandard. This affects public health, as ambulances, police response, and animal control staff cannot respond quickly when
roads are deeply potholed, flooded, or decrepit.
When the standard State and County roads are impacted by accidents, downed trees or power lines, the public is frequently
diverted onto substandard roads poorly maintained by private subdivisions, greatly adding to the wear and tear on the
pavement, and adding hazard to the long lines of traffic because the roads are not two-lane in width.
In my neighborhood, an accident recently occurred on the highway heading from Pahoa to Keaau. Traffic was diverted to
Pohaku Dr. and out 40th, up Ola'a Rd to Volcano highway. A thousand cars (at least) were lined up on the 1.5 lane road, held
up for hours because of the substandard route. The owners of the subdivision were force to pay for repairs to that road
because of the diversion from the public paved highway.
I urge to County to pay Bill 82 to enable the County to assist in the maintenance, widening or repair for some of the
subdivision roads for public safety reasons.
