REPORT OF THE <br />LEGISLATIVE APPROVALS AND ACQUISITIONS COMMITTEE <br />DATE: October 17, 2023 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 2:27 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawai `i 96720 <br />Re: Comm. No. 518/13ill No. 85 <br />Your Committee on Legislative Approvals and Acquisitions, to which was referred Bill No. 85, reports <br />as follows: <br />Bill No. 85, transmitted by Mayor Mitchell D. Roth, via Communication No. 518, dated September 20, <br />2023, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawaii <br />County Code 1983 (2016 Edition, as Amended), by changing the District Classification from <br />Agricultural — 3 Acres (A-3 a) to Family Agricultural — 1 Acre (FA -1 a) at Hilo, Hawaii, covered by <br />Tax Map Key: 2-2-048:092. <br />The Windward Planning Commission forwards its favorable recommendation for this change of <br />zone request, which would allow the applicant to subdivide the property into two lots, each <br />approximately 1.4 acres in size to accommodate existing single-family dwellings. The property is <br />located at 605 Makalika Street, approximately 540 feet southeast (mauka) of its intersection with <br />Railroad Avenue. <br />Planning Consultant Daryn Arai appeared with Tyler Kaneshiro, son of the applicant, and gave a <br />brief overview of this project and explained that this zoning request is for estate planning purposes. <br />Planning Director Zendo Kern appeared and responded to several inquiries from the Council <br />Members.
