JrSY OF H,�Y <br />COUNTY OF HAWAII _• STATE OF HAWAII <br />RESOLUTION NO. 3�3C 23 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO RECYCLE HAWAII <br />FOR A REIMBURSEMENT OF EXPENSES RELATING TO THE HILO DOWNTOWN <br />IMPROVEMENT ASSOCIATION'S ZERO WASTE HALLOWEEN FESTIVAL. <br />WHEREAS, Recycle Hawaii is a 501(c)(3) nonprofit organization with a mission to <br />minimize waste and promote recycling and resource awareness through education, programs, and <br />services on Hawaii Island; and <br />WHEREAS, Recycle Hawaii collaborates with the Hilo Downtown Improvement <br />Association to increase awareness of waste reduction in conjunction with community festivals <br />and other public events; and <br />WHEREAS, the Hilo Downtown Improvement Association hosted a Zero Waste <br />Halloween Festival, which was a free, family -friendly, community event held on October 26-29, <br />2023, at Kalakaua Park; and <br />WHEREAS, Recycle Hawaii is requesting reimbursement for the purchase of pumpkins <br />that families could carve and take home; and <br />WHEREAS, the Department of Liquor Control supports organizations that provide <br />programs, projects, or activities in a drug-free and alcohol -free environment; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 3 will be appropriated to the Department of <br />Liquor Control to provide a grant to Recycle Hawaii for a reimbursement of expenses relating to <br />the Hilo Downtown Improvement Association's Zero Waste Halloween Festival. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
