RESOLUTION NO. 3�3C 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO RECYCLE HAWAII
FOR A REIMBURSEMENT OF EXPENSES RELATING TO THE HILO DOWNTOWN
IMPROVEMENT ASSOCIATION'S ZERO WASTE HALLOWEEN FESTIVAL.
WHEREAS, Recycle Hawaii is a 501(c)(3) nonprofit organization with a mission to
minimize waste and promote recycling and resource awareness through education, programs, and
services on Hawaii Island; and
WHEREAS, Recycle Hawaii collaborates with the Hilo Downtown Improvement
Association to increase awareness of waste reduction in conjunction with community festivals
and other public events; and
WHEREAS, the Hilo Downtown Improvement Association hosted a Zero Waste
Halloween Festival, which was a free, family -friendly, community event held on October 26-29,
2023, at Kalakaua Park; and
WHEREAS, Recycle Hawaii is requesting reimbursement for the purchase of pumpkins
that families could carve and take home; and
WHEREAS, the Department of Liquor Control supports organizations that provide
programs, projects, or activities in a drug-free and alcohol -free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to Recycle Hawaii for a reimbursement of expenses relating to
the Hilo Downtown Improvement Association's Zero Waste Halloween Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
