Enclosed is a resolution creating one new Grant Coordinator, SR -24, position, one new
Public Safety Counselor, SR -26, position and one new Human Resources Specialist ll,
SR -22, position in the Police Department. These positions are necessary to provide
departmental and employee support as the department continues to expand.

A. REQUEST:
I am seeking to create a Grant Coordinator position for the Hawaii Police Department.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
This position is needed for the department to expand programs and services to our communities within the
County. This position will assist the department in directly identifying and evaluating potential funding
sources that will help in various areas. Grant funding, if recognized, can assist in offsetting current county
funding for multiple programs, salaries, and others.

A. REQUEST:
I am seeking to create a Public Safety Counselor position for the Hawai'i Police Department.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
This position will be a certified person, marriage and family counselor, social worker, etc. who will meet with
department employees and family members. Understanding that the nature of the essential functions of the
positions within this department and the various resposnsibiities tied to it, can on many an occassion expose
employees to sensative situations, which can be extraordinarily difficult. Therefore, this support role is aimed
at helping our employees so that they will maintain/increase their productivity, help them with personal
and/or work-related barriers and increase their resiliency.

A. REQUEST:
I am seeking to create a Human Resources Specialist If position for the Hawaii Police Department,
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
This position is necessary to support this department and its employees with the coming expansions in future
_ terms of sworn and civilian (25 positions) this coming fiscal year and the following (40 positions). The existing
Human Resources team is at Its limits, with only four staff members for such a large department that already
employs six hundred forty (640). Additional help is needed at a higher level to maintain all that is mandated
and to ensure a comprehensive human resources program.
