Create a new position for Assistant Controller, EM -5.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
As the County continues to grow, additional assistance is needed in the Finance Department, specifically the
Accounts Division. All sections in the division have more responsibilities and additional work. There are new
Governmental Accounting Standards Board statements to implement, more contracts to certify funds,
additional employees to process payroll, additional requirements from ERS and others, more invoices to
process, and assistance is needed by departments that are short on accounting personnel. In addition, we
will be beginning the implementation of our new ERP system. An assistant controller would be able to
lessen the burden on the Controller so that work can be distributed equitably.
