Re: Operating Budget
The County of Hawaii has been awarded $50,000 from the Corporation for National and
Community Service (AmeriCorps). The purpose of this grant is to deliver trainings from
local historians, cultural practitioners, and other resources to AmeriCorps Volunteers in
Service to America (VISTAS) to ensure their thorough understanding of the communities
they serve.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this $50,000.

A. REQUEST
Requesting a resolution and bill/ordinance for funding from the Corporation for National and Community
Service ("AmeriCorps") in the amount of $50,000.00 for VISTA Support Funds.
The purpose of the funding is to deliver trainings from local historians, cultural practitioners, and other
resources to AmeriCorps VISTAS to ensure their thorough understanding of the place and communities they
serve. Support Funds will be used to compensate individuals and organizations whose services are
appropriately procured to provide such trainings.
Requesting to waive the 5 -day hold over.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation reflects funding allocated from AmeriCorps to the County of Hawai'i ("the County") for the
VISTA Program Year 2023-2024. These funds are given to assist in carrying out an anti -poverty AmeriCorps
VISTA project as authorized under Title I, Part A of the Domestic Volunteer Service Act of 1973, as amended
(Pub. L. 93-133).
The County has a standing MOA with AmeriCorps for eight VISTA members and two cost -share VISTA
members. VISTA members serve a one-year term of service [see Resolution 198-23 and MOA 23VSIHI002,
signed 07/21/2023]. VISTAS provide capacity building support on various anti -poverty initiatives.
These funds will be utilized to support the current VISTA program by providing discretionary funds, in the
amount of $50,000,00, to provide training to AmeriCorps VISTAS working at the County. VISTAS work in
close proximity with both County officials and the Hawaii Island community, and thus it is important for them
to receive training that informs and steeps them in the knowledge, culture, and history of Hawai'i Island.
The Department of Research and Development ("R&D') emphasizes that no County General Funds are
involved in these transactions, and there is no matching cost associated. The ordinance is to set up a proper
account to expend the funds.
