Your Policy Committee on Infrastructure and Assets, to which was referred Bill No. 95, reports
as follows:
Bill No. 95, transmitted by Public Works Director Stephen M. Pause via Communication
No. 543, dated October 9, 2023, amends Chapter 24, Article 10, Division 5, Section 24-280,
Schedule 28, of the Hawaii County Code 1983 (2016 Edition), relating to no parking at anytime
upon certain streets or portion of streets.
This bill adds a provision to prohibit parking alongside a section of Old Mamalahoa Highway,
that fronts the De Luz Quarry adjacent to an exposed lava tube.
Public Works Traffic Division Engineer Mr. Rizalino Mangaoang acknowledged this
amendment is being proposed to mitigate blind turns by removing sight obstructions along the
roadway, specifically at and nearby a lava tube where parked vehicles in narrow grassed
shoulders and pedestrian activity within the travel lanes are creating a traffic safety hazard within
the narrow winding road.
Bill 95 was amended with the contents of Communication 543. 1, introduced by Committee
Chair Lee Loy, and passed to remove the attachment as a matter of consistency in formatting.
Your Policy Committee on Infrastructure and Assets is in accord with the purpose and intent of
Bill No. 95, as amended to Draft 2, and recommends its passage on first reading.
