HomeMy WebLinkAboutRES 338 Draft 01 2022-2024A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO PŌHᾹHᾹ I KA LANI. WHEREAS, Section 10-16 of the Hawai‘i County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) “to preserve the land, promote public safety, and maintain a healthy stewardship”; and WHEREAS, Section 10-16(h) of the Hawai‘i County Charter provides that the Maintenance Fund may be used for a stewardship grant program for properties purchased via the Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid project funding for stewardship projects; and WHEREAS, Pōhāhā I Ka Lani is a 501(c)3 nonprofit organization whose mission is to revitalize and advance indigenous Hawaiian culture; and WHEREAS, Pōhāhā I Ka Lani submitted a Maintenance Fund stewardship grant application to continue providing land stewardship and cultural education for the Waipi‘o Valley Lookout, which is situated in the Hāmākua District (TMK: (3) 4-8-004:006), and was acquired via the Public Access, Open Space, and Natural Resources Preservation Fund after adoption of Resolution No. 427-06; and WHEREAS, Communication No. 336.1, issued by the Director of Finance on September 19, 2023, submitted for the Council’s consideration four applicants for stewardship grants for various properties that have been acquired by the County using the Public Access, Open Space, and Natural Resources Preservation Fund; and WHEREAS, the Director of Finance in Communication No. 336.1 recommends that Pōhāhā I Ka Lani will be able to complete its project in accordance with the project description submitted and in strict adherence to the conditions governing the Maintenance Fund; and WHEREAS, the Council finds that awarding a stewardship grant to Pōhāhā I Ka Lani will allow the nonprofit to continue improving the safety and access of the Waipi‘o Valley Lookout, particularly for designated locations of the ethnobotanical gardens, by: a) reducing the hazard of bamboo growth, b) maintaining gardens and grass, c) repairing and maintaining fencing and gates as needed, and d) hosting volunteers and mālama ‘āina events to cultivate and preserve the ethnobotanical gardens, along with educating participants of the environmental, cultural and social significance of said protected lands; and WHEREAS, the Council further finds that awarding a stewardship grant to Pōhāhā I Ka Lani will benefit the community-at-large by demonstrating that maintenance fund monies can be utilized to preserve the land, promote public safety, and maintain a healthy stewardship of those properties that have been acquired using Public Access, Open Space, and Natural Resources Preservation funding; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 10-16(h) of the Hawai‘i County Charter, a Maintenance Fund stewardship grant shall be awarded to Pōhāhā I Ka Lani in the amount of $56,100. BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Hawai‘i County Charter, funds from the stewardship grant awarded by this resolution shall be used for public safety maintenance and improvements, preservation of the Waipi‘o Valley Lookout in Hāmākua, and to facilitate educational land stewardship activities on the site acquired through the Public Access, Open Space, and Natural Resources Preservation Fund, identified as tax map key (3) 4-8-004:006.
