SUBJECT: Reports attendance of Council Members at the 2023 West Hawaii Disability
County Council Legislative Form on October 19, 2023 at Maka'eo Pavilion.
In accordance with FIRS §92-2.5(e), I am reporting the attendance of Council Members
Rebecca Villegas, Cindy Evans, Heather Kimball and myself at the 2023 West Hawaii
Disability County Council Legislative Forum on October 19, 2023 at the Maka'eo Pavilion.
Issues discussed at this meeting included the following:
• Transportation accessibility, barriers, and unreliability that limits interaction with
Hawaii Island transportation.
• Shortage of affordable and accessible housing and other initiatives surrounding housing
for individuals with developmental disabilities.
• Emergency Preparedness and how individuals with developmental disabilities can be at
the table with HIEMA to ensure representation during emergencies.
• Increasing beach access for those with limited mobility.
I IRS Section 92-2.5(e) provides that two or more members of a board, but less than a quorum,
may attend an informational meeting or presentation on matters relating to official board
business; including a meeting of another entity, legislative hearing, convention, seminar, or
community meeting; provided that the meeting or presentation is not specifically and exclusively
organized for or directed toward members of the board. The section further provides that at the
next duly noticed meeting of the board, the board members shall report their attendance and the
matters presented and discussed that related to official board business.
