Y OF COUNTY ' U TY OF HAWAIIT API •1 �z r? .' yJ qrE Os N►"� RESOLUTION NO. 352 2 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KU`IKAHI MEDIATION CENTER INC. FOR ITS EAST HAWAI`I LANDLORD TENANT MEDIATION PROGRAM. WHEREAS, Ku`ikahi Mediation Center Inc. is a 501(c)(3) nonprofit organization whose mission is to empower individuals, organizations, and communities to manage conflict through its mediation, facilitation, and education services; and WHEREAS, Ku`ikahi Mediation Center Inc. and West I3awai`i Mediation Center (WHMC) launched the Rapid Response Landlord Tenant Mediation Program in May 2020, offering free sessions of landlord -tenant mediation to help resolve issues related to COVID-19 disruptions and other challenges; and WHEREAS, in September 2022, the County of Hawaii partnered with Ku`ikahi Mediation Center Inc. and WHMC to provide free mediation services to help landlords and tenants negotiate payment plans for back rent, plans for rent going forward, applying for rental assistance together, move out options, repairs and damages, security deposits, and more; and WHEREAS, to ensure continued services for East Hawaii, Ku`ikahi Mediation Center Inc. has launched the East Hawaii Landlord Tenant Mediation Program, which provides free mediations to residential landlords and tenants through June 2024; and WHEREAS, the Ku`ikahi Mediation Center Inc. is requesting funds to assist with contracting independent mediators, interpreter services, marketing, subscriptions for email and online scheduling applications, phone expenses, website maintenance, and IT support for its East Hawaii Landlord Tenant Mediation Program; and WHEREAS, the Office of the Prosecuting Attorney supports identifying areas of need within the community and working collaboratively with nonprofits to address these needs and implement solutions; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 4 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to the Ku`ikahi. Mediation Center Inc. to assist with expenses relating to its East Hawaii Landlord Tenant Mediation Program.
