YES on Resolution 330-23
Residing in Puna, I advocate for the safeguarding of our essential coastal and cultural assets, particularly in light of their
scarcity post the 2018 volcanic activity. This event bestowed upon Kumukahi a half -decade sanctuary, facilitating the
flourishing of nearly a dozen endangered species and the publication of critical ethnographic research on its central role.
Kumukahi holds profound cultural weight, home to numerous hallowed grounds and burial sites. As the inaugural
touchpoint for the sun's light on the archipelago and a longstanding centerfor spiritual and physical rejuvenation, it has
long been a venue for seasonal rituals and, more recently, two Maui vigils. The prioritization of conserving these
irreplaceable locales should be at the forefront as we establish equitable access guidelines for the future.
The current resolution marks a commendable first step, recognizing the unique chance to heed appeals from Native
Hawaiian bodies, acknowledged familial descendants, and aligning with the County's own pledge to enact "appropriate
management measures". Furthermore, Section 330-23 correlates with FEMA's consideration that Kumukahi fulfills the
criteria for Historic District status, making it eligible for the National Register. Critically, the resolution paves the way for
essential preservation frameworks, serving both the formulation and the execution of an all -encompassing preservation
strategy. I eagerly await the County Council's sustained backing for this endeavor, orchestrated proficiently by Ho'oulu
Lahui, S01c(3), in partnership with all pertinent parties.
