Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 317-23, reports as follows:
Resolution 317-23, introduced by Council Chair Heather L. Kimball and Council Vice -Chair
Holeka G. Inaba via Communication No. 542 dated October 12, 2023, approves the
establishment of a sister city relationship between the County of Hawaii and Hatsukaichi,
Hiroshima Prefecture, Japan, and authorizes the Mayor of the County of Hawaii to enter into a
formal signed agreement.
This resolution authorizes the Mayor to formally establish this sister -city relationship, pursuant
to Section 2-165 of the Hawaii County Code.
Jane Clement, Executive Assistant to the Mayor and Protocol Officer was present in the Hilo
Chambers and spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 317-23, and recommends its adoption.
