RE: Resolution Regazding Building a `Community of Character' and
Sponsoring Related Seminars
This is to transmit a resolution encouraging the building of a `community of character'
in the County of Hawaii and supporting the sponsorship of three one-day seminars with
the Office of the Prosecuting Attorney on the character-based principles of effective law
enforcement. Two seminars would be held in Hilo and one in Kona. It is anticipated
that the seminars would cost approximately $15,000-$20,000. The cost would be
underwritten by the Council and partially reimbursed by the Office of the Prosecuting
Attorney and by assessing a seminar fee to about 90 participants.
I have had an opportunity to attend a Police Dynamics Program in South Carolina
where community policing is taken to an entirely new level, one founded on good
character and sound principles. Institutional systems (i.e. schools, police) train for
competency, but not character. This Program represents a return to values and moral
conduct, and discusses topics, such as how to remain under the umbrella of authority.
Feeling strongly about the importance of these concepts in our community, 1 would like
to bring the Program to this island. Two speakers, Sheriff Ray Nash of South Carolina
and Franklin Smith, President of Character Focus, have accepted an invitation to give
their presentation to various law enforcement personnel and others in Hawaii.
I would appreciate your support in concept and in funding towards this step in building
a `community of character'.
