HomeMy WebLinkAboutRES 358 Draft 01 2022-2024A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
NA MAMO O KĀWĀ.
WHEREAS, Section 10-15 of the Hawai‘i County Charter provides for a Public Access, Open Space, and Natural Resources Preservation Fund to acquire lands and easements in the County of
Hawai‘i for public outdoor recreation, education, and preservation of forests and coastal areas; and
WHEREAS, Section 10-16 of the Hawai‘i County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) to
preserve these lands, promote public safety, education, and maintain a healthy stewardship; and
WHEREAS, Section 10-16(h) of the Hawai‘i County Charter provides that the Maintenance Fund may be used for a stewardship grant program for properties purchased via the Public Access,
Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid funding for stewardship projects; and
WHEREAS, Na Mamo O Kāwā is a 501(c)3 nonprofit organization whose mission is to rehabilitate, curate, and steward the natural and cultural resources of Kāwā to honor the past, benefit
the present, and preserve for the future generations of Ka‘ū, the Island of Hawai‘i and all humankind; and
WHEREAS, Na Mamo O Kāwā has submitted a Maintenance Fund stewardship grant application to continue providing land stewardship and cultural education for the properties situated in Kāwā,
Hīlea Nui, and Ka‘alaiki, District of Ka‘ū (TMK: (3) 9-5-016:006, 025 and (3) 9-5-017:005, 007), which were acquired via the Public Access, Open Space, and Natural Resources Preservation
Fund after adoption of Resolution No. 296-07; and
WHEREAS, during its September 12, 2022, meeting, and pursuant to Section 2-217 of the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural
Resources Preservation Commission forwarded a positive recommendation for this project to the Director of Finance; and
WHEREAS, Communication No. 336.1, issued by the Director of Finance on September 19, 2023, submitted for the Council’s consideration four applicants for stewardship grants for various
properties that have been acquired by way of the Public Access, Open Space, and Natural Resources Preservation Fund; and
WHEREAS, in Communication No. 336.1, the Director of Finance’s recommendation is that Na Mamo O Kāwā will be able to complete its project in accordance with the project description submitted
and in strict adherence to the conditions governing the Public Access, Open Space, and Natural Resources Preservation Maintenance Fund; and
WHEREAS, the Council finds that awarding a stewardship grant to Na Mamo O Kāwā will allow it to continue its ongoing efforts to rehabilitate coastal ecosystems, implement cultural and
wildlife monitioring plans, maintain safe access and security of the project area, and execute Kāwā spring preservation plan; and
WHEREAS, the Council further finds that awarding a stewardship grant to Na Mamo O Kāwā will benefit the community-at-large by demonstrating that maintenance fund monies can be utilized
to preserve the land, promote public safety, and maintain a healthy stewardship of those properties that have been acquired using Public Access, Open Space, and Natural Resources Preservation
funding; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 10-16(h) of the Hawai‘i County Charter, a Maintenance Fund stewardship grant shall be awarded to Na Mamo
O Kāwā in the amount of $123,788.00.
BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Hawai‘i County Charter, funds from the stewardship grant awarded by this resolution shall be used for public safety maintenance
and preservation of the Kāwā, Hīlea Nui, and Ka‘alaiki properties, identified as tax map keys (3) 9-5-016:006, 025 and (3) 9-5-017:005, 007.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Finance and the Department of Finance, Property Management Division.
