SUBJECT: Proposed Amendment to Bill 66, Draft 2; An Ordinance Amending Chapter 5,
Article 4, Section 5-4-3, of the Hawaii County Code 1983 (2016 Edition, as
Amended), Relating to Installation of Photovoltaic Systems.
Transmitted here is a proposed amendment to Bill No. 66, Draft 2. This proposed amendment is
shown below in Ramseyer format with respect to the contents of Bill No. 66; material to be
deleted is bracketed and stricken and new material is underscored.
SECTION 1. of Bill No. 66, Draft 2 is amended to read as follows:
"(f) Installation of photovoltaic systems shall require:
(1) Electrical design drawings and specifications that have been prepared, designed, and
stamped by a person who is licensed in the State of Hawaii as a professional electrical
engineer for residential installations greater than [4$] 15 kilowatts and non-residential
installations; and
(2) Plans and specifications for building work that have been prepared, designed, and
stamped by a person who is licensed in the State of Hawaii as an architect or a
professional structural engineer for:
(A) Non-residential installations; or
(B) Residential installations that do not utilize a preapproved system or that are not
consistent with approved standards including but not limited to, those relating to
span tables, older homes or site -built trusses."
Due to the limited scope of these proposed amendments, a copy of the revised draft of this bill
that would result if these amendments are adopted is not attached.
