Council Testimony
YES on resolution 330-23
As a Kapoho resident for the past 11 years I support any protective measures put into place to honor and respect
Kumukahi. You may not be educated in the cultural significance of this sacred place; I was unaware, myself, until I had
the pleasure of meeting a Hawaiian lineal descendant of the area who told me Kumukahi is known among all of Hawaii
as "The Original Source". There are multiple sacred sites and cemeteries there; it is a place of healing; and as the
gateway for the sun's rays each morning, it is a portal of sorts helping souls depart this realm.
I think we have a duty to protect what is sacred to the people who inhabited this island before other settlers
arrived. What is more, the lineal descendants of the area are welcoming me and others, as a settlers of this area, to
participate in protocols to honor this place and the aina. I am humbled by their grace! This invitation is a beautiful
gesture of community!
This resolution is a good start, identifying the unique opportunity to honor requests from Native Hawaiian
Organizations, recognized lineal descendants, and the County administration's own commitment to ensure that
"appropriate management measures are in place." 330-23 also aligns with FEMAs serious consideration of analysis that
Kumukahi qualifies as a Historic District eligible for nomination on the National Register. Finally, this resolution also sets
in motion key funding mechanisms for both development of a comprehensive preservation/management plan, and,
crucially, its implementation. I look forward to seeing the County Council's continuing support as this initiative
progresses in coordination with all relevant stakeholders, under the time -tested and capable management of Ho'oulu
Lahui, 501c(3).
