Devra Dynes; lot owner in Hawaiian Acres Subdivision. I have been in support of Bill 82 as a means to get County
assistance in maintaining some of our 70 plus miles of roads. It's come to my attention that in order to access any of the
funds available, it is required to carry liability insurance for any road using these funds. I have no idea what that would
cost.
To date the State Land Court has twice denied the Association, now HARC, petition to institute mandatory road
maintenance fees leaving this subdivision with a donation basis for funding.
I am currently the volunteer road representative responsible for F/Ale Road from 8/Moho to 1. As of November 11;
just under$4,000.00 has been donated to maintain that section of road for the entire year. We have a few residents
that volunteer their equipment that can scrape down potholes leaving the bulk of the funds for purchase of gravel that is
now$550 a load. Simple math reveals that there has been about 7 loads of gravel, at 16 tons per load,to spread over
that length;approximately 21/3 miles of road. The recommendation for proper drainage and maintenance would be 6
loads per block;42 loads to properly maintain a drivable road. At this point the goal is to keep it driveable enough to
enable ambulance and fire responses to arrive in time to avert total tragedy.
I had hoped that after decades of neglect and avoidance of responsibility;this time a workable option would be
available. Hawaiian Acres would need an option much like the arrangement of Moho as part of the PEAR, as I doubt we
could cover the insurance costs.
Should these funds be made available, it would be great to add to the PEAR by including F/Ale and 1 road.The
population of lower;and upper; Puna is probably close to 4 times to when the initial PEAR was improved. It would be a
great improvement if even just the emergency acceess was expanded.
I do support this measure but only if it can be utilized by the subdivisions that need it the most. Thank you for your
