TESTIMONY IN SUPPORT OF BILL 82
I wanted to be able to testify in-person as this bill is so important and needed, but my
schedule does not permit.
I am testifying as an individual and as a board member of a Puna community
association. I have worked with hundreds of Puna residents over the past couple of
decades to try to bring some County assistance to the existential problem of
substandard subdivision roads. To date we have not been able to implement even one
project to begin to address the problem of unsafe roads and conditions.
Bill 82 will give the County and residents a reasonable, scalable, and feasible way to
begin to bring some of our subdivision roads up to safe standards, affording access for
first responders, mass transit, school transit, and daily use by the citizens of this County.
Bill 82 makes clear that if the funds are not available, the work will not be done. But, if
the funds are available and we can begin to address this huge problem, then, please, let
us move forward. The issue of these substandard roads will not go away on its own, the
maintenance of all of these roads is beyond the capacity of even the most effective and
functional community association. It should no longer be the sole responsibility of
private citizens to have 100% responsiblity for the maintenance of these roads. Too
many people are living in, building, and moving into these subdivisions.
These subdivisions are predominantly in lava zone three. With the insurance problems
being faced by homeowners in lava zones 1 and 2, it is clear to see that zone 3
properties will be more and more in demand.
Please step up and give the County a feasible route for beginning to address the issue
of substandard roads. The luxury of waiting is no longer with us. We need to act.
