If the County can provide the equipment, labor and materials at costs then the subdivision residents would be required to pay for the portion of costs through a special tax assessment for all residents in the subdivision. However,the amount needs to be affordable within reason. This special property tax assessment would be for creating access for fire prevention, residents to have a clear escape route if needed,for active fire response, and other emergency personnel and vehicles. The subdivision would have the option of making the improvements if needed instead of an assessment. The County Planning and Building Departments have continued to issue building permits for properties in private subdivisions,where adequate access does not exist for emergency vehicles. I do not see it as unreasonable that the County also requires the subdivision to pay for the improvements considering that the County is required to provide emergency services for permitted residential structures.
