COMMITTEE ON GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS
RE: 287-23 Resolution Urging the Mayor to require all commission or committee meetings be
also via Zoom.
A very big mahalo to Council member Inaba to bring this forward. This will greatly increase
commissioner participation and public testimony. I have been asking for 2 years since covid
ended, that the Public Access, Open Space and Natural Resources Commission (PONC) also be
available on Zoom for commission members and for the public. According to the PONC rules the
meetings alternate between Kona and Hilo. I did a study about a year ago about how many Boards
and Commissions have Zoom options for their meetings. Please see the attached chart.
Here's why a Zoom option for ALL meetings will result in more transparency and participation for the
commissioner and the public:
1. If there is a disagreement about the minutes the commission could look at the film.
2. Sometimes commission members are working and cannot take a full day off of work, this
will increase participation.
3. At times commission members have to go out of town for work or family responsibilities but
they could still attend the meetings if they are able to use Zoom
4. I have found myself discouraged to drive 2 hours each way to PONC meetings to testify for
3 minutes, I'm sure others have felt this way too.
5. AND this may save the county money in reimbursement for gas and mileage expenses
6. This is an effective way to cut down on greenhouse gases.
Please I urge you all to vote for this and send a clear message to the Mayor.
