REF: Resolution 328 23 - Acquisition of Old Coast Guard Road, North Kohala
Aloha Chair Holeka Inaba and committee members,
The Growth Management Group meets monthly for the purpose of carrying
out the goals and strategies of the North Kohala Community Development Plan
(Ordinance 151-08). It reports regularly to the NKCDP Advisory Group on issues
related to the district.
The group offers its strong support of the County's efforts to work with the
Department of the Interior for the transfer of the Old Coast Guard Road to the
County.
The NKCDP clearly identifies the road as an important mauka-makai access
from the Akoni Pule Highway to the ocean on page 52 and on the Public Access Map
on page 50. Vehicle access in either direction along the coast is miles away. No
other public mauka-makai access exists between Upolu Aorport and Kapa'a Park.
The road is access to Kamehameha Birthsite Monument, Mo'okini Heiau, the
State Na Ala Hele Trail at Puakea, the Puerto Rican Arrival Monument, the existing
public access trail at Upolu and the proposed Ala Kahakai National Historic Trail. It
is used as access for fishing, shoreline gathering and recreation.
The lower portion of the road and the parking lot are on private land that has
been ranked high on the county's Open Space PONC priority list for public purchase
since 2018. The current private owner is willing to talk about turning the lower road
and parking lot over to the county, provided the upper portion is acquired.
We urge passage of the Resolution 328 23 and initiation of efforts to acquire
the Old Coast Guard Road.
