SUBJECT: Transmitting Bill No. 84, Draft 3; an Ordinance Amending Chapter 5,
Article 4, Section 5-4-7 and Chapter 5, Article 5, Sections 5-5-4 and 5-5-5
of the Hawaii County Code 1983 (2016 Edition, as amended), Relating to
Cancellation of Construction Code Permit Applications, Permit
Expirations, and Permit Extensions.
Attached please find Bill No. 84, Draft 3. During its meeting on November 15, 2023, the Council
amended Bill No. 84, Draft 2, with the contents of Communication 516.9, resulting in this
Draft 3.
The council members voted to suspend Rule No. 23 -1 (d) of the Rules of Procedure and
Organization of the Council, which requires the holdover of substantively amended legislation,
and passed Bill No. 84, Draft 2, as amended to Draft 3, on second and final reading.
