Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 328-23, reports as follows:
Resolution No. 328-23, transmitted by Council Member Cindy Evans, via Communication No. 557,
dated October 4, 2023, urges the Mayor to enter into negotiations with the United States Department
of the Interior for the acquisition of the property identified as Tax Map Key: 5-6-001:062, known as
Old Coast Guard Road, and other adjacent federal lands as may be necessary, situated in the Ahupua`a
of `Upolu, District of North Kohala.
The County seeks to acquire property to provide secure, safe, and legal public access to the
Hon6ipu/Puakea portion of the Ala Kahakai trail system, including the Mo`okini Heiau and birth site
of Kamehameha I.
Council Member Evans -gave a brief overview of "this property acquisition.
Public Works Director Steve Pause said that the road is in various stages of repair, with narrow
pavement in certain areas, and confirmed that some repaving would need to be done.
Deputy Managing Director Bobby Command commented that there was heavy vegetation alongside
this road, then confirmed that the road would need some work.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Resolution No. 328-23, and recommends its adoption.
