SUBJECT: Transmitting Bill No. 85, Draft 3; an Ordinance Amending Section 25-8-33 (City
of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawaii County Code
1983 (2016 Edition, as Amended), by Changing the District Classification From
Agricultural — 3 Acres (A-3a) to Family Agricultural — I Acre (FA-1 a) at Hilo,
Hawaii, Covered by Tax Map Key: 2-2-048:092.
Attached please find Bill No. 85, Draft 3. During its meeting on November 15, 2023, the
Council amended Bill No. 85, Draft 2, with the contents of Communication No. 518.3, resulting
in this draft.
The Council voted to suspend Rule No. 23 -1 (d) of the Rules of Procedure and Organization of the
Council, which requires the holdover of a substantively amended bill, and adopted Bill No. 85, as
amended to Draft 3.
