Goals: : Implement a Juvenile Intake and Assessment Center to prevent at-risk youth
from juvenile delinquency and to prevent further involvement with the juvenile justice system.
Objectives: Serve two hundred twenty-five (225) youth referred by the Police Department,
Family Court, other juvenile justice agencies, families or guardians, or self-referred using a graduated
sanctions approach delivery model. 180, or 80% of the 225 youth receiving sanctions or assessment
center services will be successfully complete the required screening and assessment services to
successfully complete the program.
Outcomes or Results: The County of Hawai'i has successfully sub contracted with the Salvation Army
Family Intervention Services (SAFIS) to coordinate and facilitate the Big Island Juvenile Intake and
Comm. No. OT.

Assessment Center. Over the course of the contract year SAFIS has serviced approximately 147 youth
with approximately 96% completing the program. SAFIS continues to be available to the police for
non-violent criminal offenses, status offenders and youth under Protective Custody 24 hours a day 7
days a week. Referrals to the Big Island Substance Abuse Council (BISAC) are made for drug
assessments; most importantly when juveniles are caught using or in possession of drugs, they are
suspended from school for 45 days unless they are able to have an assessment. The assessment clears
them to return to school while attending an alternative class. BIJIAC also works with the Department of
Health/Family Guidance Center(DOH). BIJIAC clients are referred when mental health services are
required. BIJIAC also refers cases that has been closed that need to be reopened.
BIJIAC continues to collaborate with the SAFIS Community-Based Outreach/Prevention Programs,
providing Cultural Activities for our youth. The Community-Based case management and follow-up
services are cases that require case management services that are not involved with the Family Court or
Child Welfare services. BIJIAC refers cases to SAFIS Prevention Program. Walk In/Self-referral
services are available to youth and their families; providing crisis intervention, assessments, and
referrals to appropriate services. Families for a number of reasons hesitate to contact the police when
they are having a difficult moment with their youth; they feel comfortable speaking with someone that is
not in authority.
