Enclosed is a bill for an ordinance to add an appropriation to Ordinance 23-51,the
Capital Budget, for the Department of Public Works' "Puna Makai Alternate Route Study
—County" and "Puna Makai Alternate Route Study—State"projects and to appropriate
$1,500,000 to the Capital Budget for these projects.

A. REQUEST:
The Department of Public Works-Engineering Division is requesting an amendment to Ordinance 23-51, as
amended, by adding appropriation to the Capital Budget for the following project:
DPW- Puna Makai Alternate Route Study -County $500,000
DPW- Puna Makai Alternate Route Study- State $1,000,000
B. BACKGROUND AND JUSTIFICATION (USE.ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii has approved the delegation of$1,500,000 ($1,000,000 in State funds and $500,000 in
County funds) for the Puna Makai Alternate Route Study. As required by the State to release their portion of
$1,000,000, the County of Hawaii must contribute $500,000 in matching funds.
Funds will be used for plans and design to conduct site surveys on Hawaii Island to identify the most suitable
location for an alternate route in Puna below Highway 130. An alternate route would provide traffic
congestion relief and increased evacuation capacity if needed during an evacuation.
