A location map, the request from the community association and supporting documentation from the police department are attached. The community is experiencing vandalism, littering, loud noises, etc. They and the Police Department feel a parking prohibition will reduce these types of activities in the neighborhood. We support your community association's efforts to alleviate the problems resulting from youth gatherings fronting the park. These gatherings, apparently result in littering, loud noise and traffic-related complaints that have given rise to calls for service from our patrol units. DPW was informed of our support of Community Police Officer Elson Cabatu's request to prohibit parking during certain hours along Kalili Street. Hilo, Hawaii To: Mr. RobeR Yanabu, Chief Engineer Dept. of Public Works, County of Hawaii 25 Aupuni Street Hilo, HI 96720 SUBJECT: No Parking on Kalili Street Fronting University Heights Park At its annual meeting nn June 13,1999, the membership of the University Heights Community Association voted unanimously to have subject area declared a no parking zone from ?300hrs to 0600hns daily. This action was prompted due to the noise, [rash, graffiti and vandalism generated before and during the hours noted above. We are also very "disturbed" by the beer cans and bottles and related trash that are strewn on the lawns on both side of Kalili Street. We want this to stop. The atn~ched map indicates the area we are concerned about. We aze enlisting the aid of the police department to implement this no parking -none. Both Sgt Sanborn and Officer Cabatu are presently doing a lot of the "legwork" to help us implement this action. Complaints received from residents, juveniles and young adults loiter, litter, cpd, drinking, and illegal drug activities during late and morning hours. Residents call police, but when police is dispatched to the area all vehicles leave reving their engines, speeding, burning out and displays loud noise with those converted mufflers.
