Subject: Bill 66, Draft 3; An Ordinance Amending Chapter 4, Article 4, Section 5-4-3, of
the Hawaii County Code 1983 (2016 Edition, As Amended), Relating to
Installation of Photovoltaic Systems.
Attached please find Bill No. 66, Draft 3. During its meeting on November 15, 2023, the Council
amended Bill No. 66, Draft 2, with the contents of Communication No. 435.12, resulting in this
Draft 3.
The Council voted to suspend Rule No. 23 -1 (d) of its Rules of Procedure and Organization,
which requires the holdover of substantively amended legislation, and passed Bill No. 66,
Draft 3, on second and final reading.
