Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 287-23, reports as follows:
Resolution 287-23, introduced by Council Member Holeka G. Inaba via Communication No. 497
dated September 15, 2023, urges the Office of the Mayor to require that all board and
commission meetings provide virtual access for public participation, live viewing, and
post -meeting viewing.
This resolution seeks to ensure maximum levels of involvement, transparency, and
accountability of government activity.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Council
Chambers and Deputy Managing Director Robert Command was present in the Kona Council
Chambers and provided comments on the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 287-23, and recommends its adoption.
