CALL TO The regular meeting of the Committee on Governmental Operations and
ORDER: External Affairs was called to order at 4:45 p.m., in the Council Chambers,
Kailua-Kona, by Ms. Cindy Evans, Chair.

MS. KIMBALL: It's just submitting the HSAC (Hawai`i State Association of
Counties) minutes, as required. Happy to take any questions from the body. Thank
you.
CHR. EVANS: Okay, Member Kagiwada.
MS. KAGIWADA: Thank you. Just a note that OSCER (Office of Sustainability,
Climate, Equity and Resilience), the acronym is spelt incorrectly, leaving out the "E"
for Equity, which we want to keep in there. So, if we can get that amended, that
would be great. I yield.
CHR. EVANS: Okay, Mr. Clerk, I assume that can be done without any—okay,
HSAC. Okay, we'll take it back to HSAC and have the minutes corrected. Great,

MR. INABA: Just want to thank Council Member Kimball and Lee Loy for their
work, and just note that Council Member Lee Loy made the motion to close file on
this, thank you.

MR. HENRICKS: Madam Chair, I just want to check to see if anybody's on
Zoom from the Mayor's Office.
MS. KIMBALL: I checked in with Pomai (Bartalome), and the nominee is
actually at volleyball practice. So, he's not here. Oh, Ms. Strance has a comment.
(Note: At this time, Corporation Counsel Elizabeth Strance came
forward to address the members of the Committee.)
MS. STRANCE: Good afternoon, Elizabeth Strance, Corporation Counsel. Just
in terms of the communication, and this is a follow-up on a discussion that came
up a couple of weeks ago regarding terms of board and committee members
generally.
The Youth Commission is going to be submitting a resolution to this body to
reestablish the term dates. Because with the effective date of the legislation, some
terms of commissioners are going to be ending next month, and they're just about
to have their first official meeting this month. So, I just want to note that ending
February 6th, 2025, is not going to be correct and we'll be submitting a roster to
you folks via resolution. So,just wanted to clear that up.

ORDER OF The Chair directed the Council to proceed to the next order of business,
RESOLUTIONS. Order of Resolutions.
Res. 310-23. AUTHORIZES THE MAYOR TO ENTER INTO AN AGREEMENT WITH
THE JUDICIARY, STATE OF HAWAII
Establishes the terms and conditions of use and responsibilities between the
Department of Finance-Vehicle Registration and Licensing Division and
Judiciary to allow the County access to internal eCourt Kokua.

Motion to Approve: Ms. Lee Loy moved to recommend adoption of
Res. 310-23. Seconded by Ms. Kagiwada.

MS KIERKIEWICZ: We have Director Sako here. I'm just wondering if you
would like to come forward and provide an overview of the need to have Vehicle
Registration and Licensing Division have access to eCourt Kokua? I mean, I think I
know, but I think for the record, it would be helpful to know.
(Note: At this time, Finance Director Deanna Sako came
forward to address the members of the Committee )
MS. SAKO: Good afternoon, evening, whatever we're in at the moment. But you
know, basically, it's just giving them access to information to be able to do their job.
Frequently, they get called to court to testify, as well as submit other information.
Then sometimes we need to look up information that may be pending on people's
records. So, this sets out just the terms; it's free, and then it will allow them to be
able to do their jobs and fulfill their duties.
MS. KIERKIEWICZ: Excellent. This is the first time I've seen it in my capacity as
a Council Member Is this the first time that we've had this agreement in place?
MS. SAKO• Yes. So, I mean, we're finally getting up to the present.
MS. KIERKIEWICZ• Thank you, Director, for making this happen. I'll be
supporting this resolution. Thank you, Chair. I yield.

discussion in executive session with Corporation Council Elizabeth Strance
regarding the above-entitled matter.
Motion to Close File: Mr. Inaba moved to close file on Comm. 539. Seconded
by Ms. Lee Loy.

MR. INABA: Thank you, Chair Evans. Yes, pursuant to Hawaii Revised Statutes,
Section 92-5(a)(4) requesting that we go into this Executive Session so that the
Council can get updated on this specific case in the court systems and generally
have an understanding of where we're heading and what our plans are. So, with
that I'm making the motion to enter into Executive Session pursuant to our powers,
duties, privileges, immunities, liabilities, and responsibilities.
Vote on Motion Mr Inaba moved to enter into Executive Session in order
to Enter Into to hold attorney-client privileged discussion regarding
Executive Session: Communication 539, as authorized by Section 92-5(a)(4),
(Approved) of the Hawaii Revised Statutes. Seconded by Ms. Lee Loy

CHR. EVANS: Good evening, everyone, we are reconvened, the Committee on
Government Operations and External Affairs. We just came out of Executive
Session, and I'd like to turn it over to Member Kimball to give us a quick summary.

MS. KIMBALL: Thank you, Chair. Pursuant to the Hawai`i Revised Statutes,
Section 92, we took this opportunity to discuss the County's current case with Hui
Malama Honokohau. And really, that was just to give us the background on the
case, the context, and the current status within the County. Thank you.
