If is my pleasure to submit for your confirmation the appointment of Diane Nakagawa as
Finance Director for the County of Hawaii, pursuant to Section 6-6.2 of the Hawaii County
Charter. This appointment will be effective on Monday, January 1, 2024.
Ms. Nakagawa brings over 20 years of extensive public administration expertise, focusing
on economic development and budget administration. Currently serving as Deputy
Finance Director for the County of Hawaii since May 2022, she collaborates with the
Director of Finance to manage nine crucial divisions, overseeing functions such as
property management, treasury, and budget administration. With a career spanning
various roles, including Purchasing Agent for the County of Hawaii and positions at the
City of Phoenix and Gilbert Chamber of Commerce, Nakagawa has demonstrated her
prowess in economic development, budget oversight, and strategic planning, backed by
a Master of Public Administration from Arizona State University and a Bachelor of Arts in
Political Science from the University of Hawaii.
Ms. Nakagawa will serve a term co -terminus with my tenure, which will end on December
2,2024.

affecting operation and viability, Designed and managed a marketing program for businesses /o promote networking
opportunities.
