JUNG concerning ~ +1~ HAWAII COUNTY COUNCIL BILL March 24, 200 The Honorable Domuilc Yagong Chairman, Public Works Committee Hawaii County Council, and Members of the Hawaii County Council Deaz Chairman Yagong and Members of the Hawaii County Council: This Statement supplements my letter to the Council of January 4, 2000 which stated my steadfast opposition to Bill 1~as then before the Hawaii County Council. First, I wish to thank the Chairman for his courtesy in personally responding to my letter by telephone. Your thoughtfulness is appreciated. I also wish to thank Councilpersons Tyler and Pisicchio for their diligence in initially advising me of the substance of Bill I6t~Finally, thanks to all Council members who have taken their time to be present in West Hawau today. As previously stated, my wife and I reside at 77-287 Wikolia Street, about 30 feet from the intersection in question. Bill 1~`formerly proposed to eliminate the stop sign located on Pualani Street at the intersection of Pualani and Wikolia and move the stop sign to Wikolia Street. If passed in that form, the Bill would have caused serious accidents at this intersection. This is so because the extreme grade of Wikolia Street, which is a rnauka-makai road, makes observation of traffic on Pualani impossible to drivers approaching the intersection from either side of Wikolia Street. This situation would become even more difficult if drivers on Pualani were not required to slow down for a stop at the intersection. Drivers heading mauka on Wikolia are unable to see traffic coming either way along Pualani until they almost enter the intersection itself. IfPualani were made a through way, accidents would have been inevitable. As previously stated, afour- way stop would be more efficient and safe. It is my understanding that Bill I~~as amended, now provides for a four way stop at the intersection of Pualani and Wikolia Streets.
