The Office of Housing and Community Development (OHCD) submits the July 1, 2023 —
September 30, 2023, quarterly report.
1. A list of developers in possession of excess affordable housing credits and the number of
affordable housing credits each developer has earned, sold, or transferred, redeemed, and
remains in possession of as of the end of the quarterly reporting period. See Exhibit 1.
2. Summary of the Current Affordable Housing Inventory.
See Exhibit 2. This list represents an inventory of known affordable housing projects
within the County of Hawai`i. This list includes housing projects owned by private,non-
profit, or governmental entities, developed with funding or support from federal, state or
county resources.
3. An accounting of significant actions taken under authority of this chapter including, but
not limited to the following:
For sale units developed and sold: 0 Density bonuses granted: 0
Finished lots constructed and sold: 0 Infrastructure conveyed: 0
Rental units constructed and being rented: 122 Units resold: 0

4. As requested by Council, income limits and additional housing categories have been
added to the facility list within Exhibit 2. Please be advised that OHCD may not
provide direct oversight over all facilities on the list, as such,the information may be
incomplete. This list may not include all housing with supports and does not include any
information related to substance treatment facilities, medical respite care facilities, or
skilled nursing and rehabilitation facilities. Additionally, it should be noted that many
properties are privately owned and/or managed and are not directly affiliated with the
OHCD. Any questions related to the facilities, vacancies, application requirements, or the
services provided should be directed to the property manager at the details provided
within the list.
5. Emergency & Transitional Shelter list has been included as Exhibit 3, as requested by
Council.

*"Bonus Credits" were awarded prior to the establishment of Chapter 11 HCC through Hawai'i County Housing Authority (HCHA) Resolution 65
dated May 2, 1990. Bonus Credits are not transferrable and may only be redeemed by the initial developer who earned them.
**The status of some projects may be pending administrative review by the Office of the Corporation Counsel and is subject to change.
