TO ASSIST WITH EXPENSES TO DISPLAY <br /> THE WALL THAT HEALS,A MOBILE REPLICA OF THE VIETNAM VETERANS <br /> MEMORIAL LOCATED IN WASHINGTON, D.C. <br /> WHEREAS,the Hawai`i Island Veterans Memorial Inca(HIVM) is a 501(c)(3) nonprofit <br /> organization that develops community projects,programs, and activities for Hawai`i Island's <br /> many veterans and veteran groups; and <br /> WHEREAS, The Wall That Heals is a three-quarter-scale replica of the Vietnam Veterans <br /> Memorial in Washington, D.C., that was created in 1996 and designed to travel across the United <br /> States to spread its healing legacy by allowing those enshrined on the Memorial to exist among <br /> family and friends in familiar surroundings, and providing thousands of veterans who have been <br /> unable to cope with the prospect of visiting the Memorial with the strength and courage to do so <br /> within their own communities; and <br /> WHEREAS, The Wall That Heals has been displayed at nearly 700 communities <br /> throughout the nation, and Hawai`i County is honored to host The Wall That Heals and the mobile <br /> Education Center on January 22-28, 2024, at Mo`oheau Park (football field No. 2) in Hilo; and <br /> WHEREAS, HIVM is requesting funds to assist with the expenses for electrical <br /> generators for the 24-hour display, shrink wrap for transporting the exhibit, and a site fee to the <br /> Vietnam Veterans Memorial Fund; and <br /> WHEREAS, the Department of Parks and Recreation works in partnership with HIVM <br /> and is supportive of its efforts to display The Wall That Heals in Hawai`i County; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 8 will be appropriated to the Department of <br /> Parks and Recreation to provide a grant to HIVM to assist with expenses to display The Wall <br /> That Heals, a mobile replica of the Vietnam Veterans Memorial located in Washington, D.C. <br />
