RESOLUTION NO. 377 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAI`I
ISLAND VETERANS MEMORIAL INC. TO ASSIST WITH EXPENSES TO DISPLAY
THE WALL THAT HEALS,A MOBILE REPLICA OF THE VIETNAM VETERANS
MEMORIAL LOCATED IN WASHINGTON, D.C.
WHEREAS,the Hawai`i Island Veterans Memorial Inca(HIVM) is a 501(c)(3) nonprofit
organization that develops community projects,programs, and activities for Hawai`i Island's
many veterans and veteran groups; and
WHEREAS, The Wall That Heals is a three-quarter-scale replica of the Vietnam Veterans
Memorial in Washington, D.C., that was created in 1996 and designed to travel across the United
States to spread its healing legacy by allowing those enshrined on the Memorial to exist among
family and friends in familiar surroundings, and providing thousands of veterans who have been
unable to cope with the prospect of visiting the Memorial with the strength and courage to do so
within their own communities; and
WHEREAS, The Wall That Heals has been displayed at nearly 700 communities
throughout the nation, and Hawai`i County is honored to host The Wall That Heals and the mobile
Education Center on January 22-28, 2024, at Mo`oheau Park (football field No. 2) in Hilo; and
WHEREAS, HIVM is requesting funds to assist with the expenses for electrical
generators for the 24-hour display, shrink wrap for transporting the exhibit, and a site fee to the
Vietnam Veterans Memorial Fund; and
WHEREAS, the Department of Parks and Recreation works in partnership with HIVM
and is supportive of its efforts to display The Wall That Heals in Hawai`i County; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Parks and Recreation to provide a grant to HIVM to assist with expenses to display The Wall
That Heals, a mobile replica of the Vietnam Veterans Memorial located in Washington, D.C.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
