RESOLUTION NO. 378 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND WAVE
RIDERS AGAINST DRUGS TO ASSIST WITH EXPENSES ASSOCIATED WITH THE
WEST HAWAII COMMUNITY BEACH CLEANUP.
WHEREAS, Big Island Wave Riders Against Drugs is a 501(c)(3) nonprofit
organization whose purpose is to create a healthy and drug-free community throughout the State
of Hawai`i by perpetuating the practice of surfing and promoting community sustainability
through care and respect for people, land, and sea; and
WHEREAS, Big Island Wave Riders Against Drugs, along with numerous organizations
and community groups, are coordinating the annual West Hawai`i Community Beach Cleanup
between Kawaihae and Miloli`i, which will take place on March 9, 2024; and
WHEREAS, Big Island Wave Riders Against Drugs is requesting funds for radio
advertisements, t-shirts, lunch, and goodie bags for each participant of the beach cleanup; and
WHEREAS, the Department of Liquor Control supports public and youth programs that
promote alcohol- and drug-free events, such as this beach cleanup initiative to provide a safe and
healthy environment for the community; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency, Relief funds from Council District 8 will be appropriated to the Department of
Liquor Control to provide a grant to Big Island Wave Riders Against Drugs to assist with
expenses associated with the West Hawai`i Community Beach Cleanup.
• BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance,and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
