Re: Operating Budget
In the current Budget Ordinance 23-50, $700,000 is appropriated in the State Homeland
Security Program FY 23 account. Additional funds in the amount of$80,000 are being
provided by the State of Hawai`i Department of Defense, Office of Homeland Security to
be used by the Civil Defense Agency to enhance community preparedness and resilience,
support law enforcement evidence storage and warehousing, and increase law
enforcement personnel response and Civil Defense emergency response vehicles.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these
additional funds into the Civil Defense Agency's State Homeland Security Program
FY 23 account, bringing the total appropriation to $780,000.

A. REQUEST:
Requesting approval for an appropriations bill to increase the FY23 Homeland Security Grant Program
(HSGP)funds from the State of Hawaii by$80,000.00, as the Civil Defense Agency grant award came in at
$780,000.00. Expense Account No. 010.241.5241.85.115 and Revenue Account No.999 C(Federal
Grants). 3310.47
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii was projected to receive an FY 2023 Homeland Security Grant(HSGP) award by the
State of Hawaii for$700,000.00. Hawaii County Civil Defense Agency recently signed the Grant Articles and
Special Conditions and was awarded $780,000.00 by the State of Hawaii, Department of Defense, Office of
Homeland Security(OHS). The FY23 grant will support the following investment areas of, Enhancing
Community Preparedness and Resilience, Law Enforcement Evidence Storage and Warehousing, Law
Enforcement Personnel Response Vehicle, and Civil Defense Emergency Response Vehicles. This Request
for Council Action will assure the total awarded grant fund will meet the above capability investment needs.
