Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 369-23, reports as follows:
Resolution No. 369-23, transmitted by Deanna S. Sako, via Communication No. 617, dated
November 16, 2023, authorizes the Office of Housing and Community Development to award funds
to various nonprofit organizations for programs addressing Housing and Homelessness.
This resolution proposes 22 grant awards to 13 different nonprofit organizations for a total of
$9,794,459.33 in funding that was derived from Tier Two property tax revenues.
Housing Administrator Susan Kunz and Housing and Community Development Specialist Sharon
Hirota were available in chambers. Chair Holeka Inaba asked Ms. Kunz and Ms. Hirota to verbally
summarize this process.
Ms. Kunz commented on the complexity of this issue and explained the process together with
Ms. Hirota. Several Council Members made comments and directed inquiries to Ms. Kunz and
Ms. Hirota.
Pursuant to Section 2-139(a)(3)(A) of the Hawaii County Code, grant awards in excess of $25,000 to
nonprofit organizations shall specifically identify the organization receiving the grant funds and the
purpose for which the grant funds shall be used in an ordinance or resolution.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 369-23, and recommends its adoption.
