I may be wrong, but when I stopped and did the math, a landlord in the Affordable Rental Exemption Class will have no
incentive to cap rental pricing with this new Long Term Rental Class. They will make more income for the small price of
a small tax increase, and the the Long Term Rental Class will destroy the Affordable Rental Class or only the worst rentals
will remain in the Affordable Rental Class.
If the goal is to encourage more rentals let's study the math and the impacts longer. The ordinance says that it will not
apply to income property but rental property is income property?? That makes no sense unless you are trying to pass a
law that can be misconstrued.
The proposed Long Term Rental class is like a hybrid between short term rentals and Residential Class. Is our Real
Property Tax becoming a Chinese menu of loopholes to not pay your fair share? What about those of us who are left
paying full price of the basic tax classes?
Thanks for the well-intentioned efforts. I look forward to the explanation on this one.

Aloha Honorable Chair Heather Kimball, Honorable Council Members, Mayor Roth, and Director Lisa Muira-
I am opposed to more/different property tax exemptions(even well-meaning ones). The County will have to hire more
staff just to process tax exemptions, compounding the "cost" beyond lost revenue. I see no actual analysis of how much
lost revenue Bill 104 will create. Can the Council pass a Bill without a Bill impact analysis?
Low income persons are currently living in the rooms of shared housing. How does this proposed exemption affect their
housing exactly? Why would this concept not be better incorporated into the Affordable Rental Exemption? Although
well-meaning, Bill 104 has unintended loopholes. Why should someone renting to traveling nurses get a break? Their
housing is paid for as part of their contract and the allowance is generous. We residents pay for that in our medical
hospital costs. Our hospitals chose to use traveling nurses to keep their costs down.
This proposed property tax exemption will not be enforceable for the same reasons that the Affordable Rental
Exemption has loopholes and is unfair to low income renters. Please see, and publish my attached email below.
The Affordable Rental Exemption can be fixed by changing the rental period to one-year and requiring the Landlord
submit the renter's application and financial documentation the landlord or rental agent used along with the rental
agreement to the Real Property Tax Department yearly, as a pre-requirement, to prove the rental is being rented to a
qualified low income tenant. Simple. If after an impact analysis,the Council,the Real Property Tax Department and
Mayor wish to include rooms rented in share-housing into the Affordable Rental Exemption, with the requirements
described above, I could support it.
Thank you for your service, and for your good intentions. We all must continue to try to bring up the living standards of
all members of our society together or together we fall like dominoes. Don't stop trying!

Aloha Mayor Roth and Council members-
Property managers are renting properties on six month rental leases at the regulated low income rental price to persons
not qualified for low income housing as "most qualified renter"to get a 50% property tax exemption for their landowners.
If you update the Hawai'i County Code to include required proof that the renter's income qualifies them as a low income
renter(not the current rental agreement for six months within allowable HUD pricing) and a minimum of a one year rental
agreement to cover 100%of the tax year(not current six month requirement)you would stop this practice, other abuses
and help low income renters to acquire a rental as intended and stay in one place for a minimum of one year. This
practice is an unintended loopholein our property tax exemption scheme that apparently only you can close through
legislation.
Taking calls if you want more info of what I discovered is going on and how. I discovered this and researched it when I
attempted to help an elderly neighbor find a new rental. Our property tax exemption scheme for low income rental
housing is being exploited.
Focus on what positive change you can make to prevent homelessness.
