Chair Holeka Inaba and the Committee on Legislative Approvals and Acquisitions w
RE: SUPPORT OF RESOLUTION 369-23:AUTHORIZES THE OFFICE OF HOUSING AND
COMMUNITY DEVELOPMENT TO AWARD FUNDS TO VARIOUS NONPROFIT
ORGANIZATIONS FOR PROGRAMS ADDRESSING HOUSING AND HOMELESSNESS
Dear Chair Inaba,
I am writing this testimony on behalf of Lokahi Treatment Centers and in support of Resolution
369-23. We are deeply committed to the holistic well-being of our community, and in strong
support of the Office of Housing and Community Development's commendable efforts to reduce
homelessness. We firmly believe that directing funding towards substance abuse and mental
health treatment for homeless and at-risk individuals is a pivotal step in addressing the root
causes of homelessness and fostering lasting positive change.
Breaking the cycle of addiction and homelessness is imperative. Substance abuse and mental
health challenges often exacerbate homelessness, creating a cycl.e that is challenging to break.
Funding treatment programs is a proactive measure to interrupt this cycle, providing individuals
with the necessary tools for recovery and stability.
Lokahi Treatment Centers recognizes the power of collaboration in creating meaningful change.
By supporting the Office of Housing and Community Development's funding initiatives,we
contribute to a collective effort that spans across sectors, fostering a unified approach to reducing
homelessness. By working together,we can make a substantial impact on the lives of those in
need, fostering a community where everyone has the opportunity to thrive.

We extend our gratitude for your unwavering dedication to this vital cause.
