However, it's clear that we are all one and that our growing issues with lack of infrastructure are very similar. And as a strong, long time advocate for true land use planning rather than piecemeal development, I'm generally opposed to any further rezoning or reclassification of lands that would increase the stress on major roadways and other infrastructure. After spending time last week talking to friends and business owners in Hilo and having driven south from Hilo town to Keaau myself, it's clear that access out of town is often unbearable, sometimes taking in excess of 1.5-2 hours to get to Keaau or Pahoa. While one single parcel as requested in Bill 101 doesn't seem like much, it's another in a seemingly endless series of requests not just to change ag lands into residential but to create unsupported density. Also, is this a question of"ask forgiveness, not permission" since 2 houses already exist on the lot? Or is this for resale or speculative value instead of a simple clarification of space? I'm not saying that density can't be good or that all ag lands are the same, but when we piecemeal approvals of increased density, drops do eventually fill a bucket, and it's often at the behest and detriment of more and more people who depend upon the same facilties that can either make their lives work well or make them more difficult or even unbearable. Unless there is some serious, underlying need to change this classification at this time, I ask that council members vote "no" on its reclassification until the infrastructure necessary to support it and other similar requests in the area is clearly in place.
