Mahalo again to Council rep Villegas for her tireless work on the issues of public safety, houselessness, and public parking
abuses by commercial entities. As I said in my last testimony against this bill, those issues may seem unrelated, but they're part
of a connected web of city -like challenges our district faces.
I've given this bill a lot of thought since its last hearing and visited kahalu'u several times to reassess. As much as i've heard
comments that it doesn't seem to make much of a difference, the reality is that there are few places to park in that area once
the gates to the Kahalu'u parking lot are closed at 8pm due to narrow shoulders for quite of the way in both directions.
The intent of this bill was to stop overnight commercial vehicle parking ad car camping at kahalu'u, and ostensibly to prevent
pedestrian danger (which doesn't happen at night anyway). So, at minimum, I feel this body should amend the bill to allow
parking in those few spaces until at least midnight to allow for fishing, surfing, enjoying the moon... whatever people like to do
and get sustenance from doing in their natural, open, shoreline spaces. It's a compromise that won't punish and feel like
unnecessary government control over the public for the actions of bad apples or, in this case, the inability of government to
come up with better solutions to our houseless problems.
