Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 613, reports as follows:
Communication No. 613, transmitted by Mayor Mitchell D. Roth, dated November 15, 2023,
requests the Council's review and confirmation of the nomination of James Lee to the Water
Board.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Chambers to
introduce Mr. Lee, who was also present in the Hilo Chambers, to the Committee. Mr. Lee
answered various questions posed by members of the Committee.
Several members spoke in favor of the appointment.
Pursuant to Article VIII, Section 8-2 of the Hawaii County Charter, members of the Water
Board are appointed by the Mayor with the approval of the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 613, and recommends confirmation of the appointment of
James Lee to the Water Board.
