Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 616, reports as follows:
Communication No. 616, transmitted by Mayor Mitchell D. Roth, dated November 16, 2023,
requests the Council's review and confirmation of the reappointment of Paul "Scotty" Paiva to
the Board of Ethics.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Chambers to
introduce Mr. Paiva, who was present in the Hilo Chambers, to the Committee.
Pursuant to Article XIV, Section 14-5(a) of the Hawaii County Charter, members of the Board
of Ethics shall be appointed by the Mayor with the approval of the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 616, and recommends confirmation of the reappointment of
Paul "Scotty" Paiva to the Board of Ethics.
