REPORT OF THE <br />COMMITTEE ON GOVERNMENTAL <br />OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: December 5, 2023 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 1:27 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Imo[ in, Ui•�'9A1 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 621, reports as follows: <br />Communication No. 621, transmitted by Mayor Mitchell D. Roth, dated November 22, 2023, <br />requests the Council's review and confirmation of the appointment of Deanna S. Sako as <br />Managing Director. <br />Prior to discussion of the matter by the Committee, Member Heather Kimball affirmed the <br />legitimacy of acting on an appointment prior to its effective date. <br />Mayor Roth was present in the Hilo Chambers to introduce Ms. Sako, who was also present in <br />the Hilo Chambers, to the Committee. <br />All members spoke in favor of the appointment. <br />Pursuant to Article VI, Chapter 1, and Section 6-1.2 of the Hawaii County Charter, the <br />managing director is appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose <br />and intent of Communication No. 621, and recommends confirmation of the appointment of <br />Deanna S.
