Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 621, reports as follows:
Communication No. 621, transmitted by Mayor Mitchell D. Roth, dated November 22, 2023,
requests the Council's review and confirmation of the appointment of Deanna S. Sako as
Managing Director.
Prior to discussion of the matter by the Committee, Member Heather Kimball affirmed the
legitimacy of acting on an appointment prior to its effective date.
Mayor Roth was present in the Hilo Chambers to introduce Ms. Sako, who was also present in
the Hilo Chambers, to the Committee.
All members spoke in favor of the appointment.
Pursuant to Article VI, Chapter 1, and Section 6-1.2 of the Hawaii County Charter, the
managing director is appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 621, and recommends confirmation of the appointment of
Deanna S. Sako as Managing Director.
