To: Council Testimony c-' Subject: My Testimony In Support of Resolution 328- 23 - Old Coast Guard Road;., . mac~; sr Aloha County Council Members, U, -- Thank you for hearing my testimony in support of the transfer of Old Coast Guard Road to the County of Hawaii which is Resolution 328-23. I am a property owner on the Old Coast Guard and strongly support this transfer because it is good for public access for all users including residents and visitors. Acquiring the road is an import action for the County to take because it will ensure that the Honoipu Landing, Puerto Rican Landing monument, Na Hele Trail/Ala Kahakai trail access point, and North Kohala Historic Sites State Park including the birthplace of King Kamehameha I and national historic landmark Mo'okini Heiau all have paved public vehicle access preserved forever. The Coast Guard Road Road is the only paved access to these sites. It is also the only paved drive up shoreline access location for several miles in either direction along the coastline for the public shoreline access purposes.This area has been on the PONC list for many years. It is in limbo with the federal government avoiding responsibility&actively trying to unload it for over a decade. The road has been used by the public for over 60 years and it needs a local public owner like the County of Hawaii.The military has been gone for 30 years &they aren't coming back.The GSA will sell it at auction to a private owner if the County of Hawai'i does not accept it.That would be bad for the public on Hawai'i Island. The County has taken over and maintained many other short roads for public shoreline access and recreation purposes even when they were not in great condition.This raod does not need extensive updating to be similar in quality to Upolu Airport road or many other 1 lane roads in Kohala.
