Dear Chairman Arakaki and Council Members:
SUBJECT: GENERAL FUND FUND BALANCE
Pursuant to Section 10-8 of the Hawaii County Charter relating to supplemental appropriations, I am
taking this means to certify that there is a balance of $3,765,287.29 in the General Fund fund balance as
of June 30, 1999. Enclosed is also a proposal to appropriate $1 million to the transfer to other funds
account for the purposes of transferring said amount from the General Fund to the Self Insurance Fund.
While this amount does not fully cover the jury verdict award relating to Civil No. 97-622 (HILO), we are
proposing that this amount of the fund balance be set aside at this time. Although $3,765,287.29 is being
certified, Council did approve Ordinance 99-142 on December 1, 1999 appropriating $333,361 from the
fund balance to Fire Department. Should you agree with the proposal to appropriate $1 million to the
Self-Insurance Fund, the remaining balance will be $2,431,4~y~9. We are also recommending that this
balance remain unappropriated and be used to meet our projected fund balance for the 2000-2001
operating budget.
