Please find attached a letter of testimony from the Hawaii Police Department for Bill No. 110
relating to establishing a registry of information for the purpose of notifying property owners of
vandalism, immediate hazards, or disasters.

The purpose of this letter is to express the department's support of Bill 110 in its current form. The Hawaii
Police Department currently lacks an updated contact list for property owners and/or their agents.
Historically, when we have needed to contact non-residents to discuss nuisances on their property, notify
owners about the impact a disaster has had to their property, or to simply determine who has their
permission to occupy or use their property, it has been challenging, if not impossible, to do so.
Bill 110 would create a Real Property Owner Contact Information Registry and Would require absentee
property owners to have an agent who lives or works in the county to act on their behalf. Further, the
registry would contain the contact information for both residents and absentee property owners and their
agents. The ability to contact property owners or their agent is a much -needed tool for law enforcement.
I would urge the County Council to consider passage of Bill 110 in its Current form. We simply cannot
afford to wait until the next catastrophe or natural disaster to address these concerns. Please let me know
